is a fictional villain in the anime series Sailor Moon and a classic but handsome white-haired mad scientist. He is outright malevolent in the manga, but like many of the story's villains, he is considered to be more interesting (and sympathetically portrayed) in the anime. His name is generally translated simply as "Professor Tomoe." The English dub refers to him as Dr. Soichi Tomoe.
